NAGPUR: An outlawed naxal organisation has admitted to its involvement in the current struggle against the September 29 Kherlanji Dalit massacre for the first time.
“We have nothing to hide about this association. We pledge to stand by the Dalit masses and help them punish the real culprits,” Maharashtra State Committee General Secretary of the Communist Party of India (Maoists), Chandrakanth, has said in a letter drafted in English but signed in Hindi. The letter, dated November 18, has been circulated to a few local dailies and correspondents of national dailies based in Nagpur.
The letter has hailed "the heroic militant struggle" of Dalit masses against the Kherlanji killings and dared the Dalit leaders “to resign from their parliament and assembly seats if they were sincere to the Dalit cause.”
“Traditional Dailt leadership has sold itself in service of Brahminical upper castes and the reactionary classes. These leaders are ‘subhedars’ of the ruling elite,” the letter said. It has warned of intensifying the struggle to punish the political leaders behind the Kherlanji incident.
The chief of Anti-Naxal Operation Pankaj Gupta, told DNA on Tuesday that his office is examining the veracity of letter but “from the style and content the letter looks authentic.”The open admission by the naxals vindicates deputy chief minister R R Patil's statement when he linked the protests to a naxal hand. Patil had later retracted his statement.

Naxal couple’s remand extended

BHADRACHALAM: Surrendered Maoist couple, Suryam and Santhakka, were produced before the judicial first class magistrate today on the expiry of their remand period in Warangal central jail. The judge extended their remand period. They were sent back to the Warangal central jail.Both Suryam and Santhakka, against whom 48 cases were pending, applied for bail on Wednesday. Suryam is well-known all over the agency as Maoist squad commander in Charla area.They were arrested recently in Bhadrachalam agency area.

BHADRACHALAM: A Maoist was killed in an exchange of fire between activists of CPI (Maoist) and police in Battenapalli forest area, bordering Chattisgarh in Charla mandal on Monday.The police also seized a 303-rifle, one SBBL gun and 20 rounds of ammunition, besides one camera flash from the place of incident.According to Venkatapuram circle inspector S Sravankumar, when a special police party was combing for Maoists who escaped yesterday in a similar incident, they came across a group of Naxalites. As the extremists suddenly opened fire on the police, the latter countered the firing, which continued for 15 minutes.In the melee that ensued, the Naxalites escaped into the deep forests. Later, the body of an unidentified Naxalite was found at the incident spot.With the death of a second Maoist within two days, police announced a red alert in the agency area. It may be noted that the body of a Naxalite was found after the firing between police and the Naxals in the same region on Sunday. The police have intensified search in the region.

Maoists oppose Indo-US nuclear deal

Now Maoist rebels in Jharkhand are protesting the Indo-US nuclear deal by apprising the people of the harmful impact of nuclear mining in the state. The nuclear plant of Uranium Corporation of India Ltd (UCIL) is located at Jadugora in East Singhbhum district. The Maoist rebels have come out with the information of the side effects of radiation and how the people of the locality are suffering from it.In an article in 'Krantical', the mouthpiece of Communist Party of India-Maoist (CPI-Maoist), the Maoists provided facts and figures of the harmful effects of UCIL's nuclear plant on the people of the area.The article says that even the Indian government in 1998 had admitted that the there were side effects of the plant. It cites the example of two villages located nearby.'There are 500 people in the two villages. Of the total population, 100 are children. Eight of them are mentally challenged, an equal number either blind or suffering from partial blindness,' the article says.It also talks about the impact of mining on the women.'Around 30 percent women face miscarriage and 17 percent suffer from irregular menstrual cycle,' it says.'People of the country should wake up and oppose the Indo-US nuclear deal at any cost. If the deal goes ahead then India will produce more uranium and harm more people,' the article says.

Andhra cops claim to have killed top Maoist gun-maker

The Andhra Pradesh police on Friday claimed to have killed a top Maoist gun-maker in an encounter.
The killing comes as a crushing blow to the Communist Party of India-Maoist's operations in Andhra's north coastal region.
The slain Maoist has been identified as 49-year-old Bandareddy Subba Rao alias Gautam, a central technical committee member and who was in-charge of the technical unit of the Andhra Orissa Border special zonal committee.
Soon after Subba Rao's death, the Andhra Pradesh Civil Liberties Committee alleged that the police had arrested Subba Rao and his wife Jaya at Vijayawada on Thursday night.
In a statement, the APCLC claimed that the police killed Subba Rao in cold blood.
Subba Rao specialised in the manufacture of firearms and carried a reward of Rs 10 lakh on his head.
After a 30-minute operation in the forests between Bandigedda and Singavaram in East Godavari district, the police said they found the body of a middle-aged man clad in plainclothes.
The police identified the slain Maoist as Subba Rao in the evening.
The killing is being viewed as a serious setback to the Naxalites' six-member Central Technical Committee.
The technical unit functioning in Dandakaranya is capable of producing 12'' bore guns in large numbers.
A native of Narepalem in Krishna district, Subba Rao was attracted to the Naxalite movement in 1978 when he got acquainted with Maoist leader Ankam Babu Rao.
He went underground in 1981 and worked in Maharashtra till 1995. He manufactured 80 tapanchas and 25'' bore guns.
Between 1996 and 2001, he worked as the head of the technical unit of North Telangana special zonal committee.
Subba Rao headed a 10-member technical team of Dandakaranya special zonal committee that assembled or manufactured weapons during 2001. In 2002, he was promoted as a member of the Andhra-Orissa border special zonal committee. He was made a member of the central technical committee in 2003. He was involved in an attack on a police combing party at Kalimela in Orissa in 2003 and attacks on Koyyur and Sileru police stations during 2005.
In 1985, Subba Rao married another armed squad member Sarala alias Jaya.
Jaya was made a district committee member and sent to the Andhra Orissa border.
The East Godavari police reportedly arrested her on Friday, soon after the killing Rao.

'Security wing for VIPs to foil naxal activities'

Bhubaneswar, Nov 26. (PTI): The Orissa Government has decided to create an exclusive security wing for the protection of VIP functionaries and important installations in the State in the wake of increasing naxalite activities, Chief Minister Navin Pattnaik has said.
A series of measures are also being initiated to strengthen police stations in areas susceptible to left wing extremism, Pattnaik told the State Assembly on Friday night during a debate on the demand for supplementary grants relating to the home department.
In a bid to augment manpower, a recruitment drive was being launched, he said adding 6,011 new posts had been sanctioned including 916 in 83 police stations located in naxal-infested areas.
In addition, 4,806 vacancies in the department, including 1,982 at the district level and 2,824 in the Orissa Special Armed Police (OSAP) would be filled up, he said.
The Government has also decided to recruit 1,052 ex-servicemen on a contract basis for two years for deployment in naxalite affected areas, he said.
The Chief Minister, however, said though it was a cause of concern, naxalite-related incidents in Orissa were much less compared to other neighbouring states.
He said, only 36 naxalite-related incidents had taken place in the State till September this year resulting in 25 human casualties while 341 persons had been killed in 560 such incidents in Chhatisgarh in the same period.
Ninety one deaths had occurred following 328 incidents in Jharkhand, while Andhra Pradesh and Bihar reported 78 deaths each till September, he said.

Mumbai: Maharashtra cabinet today decided to award Rs three lakh to every village in Maoist-affected areas of state which bans entry of Naxals. Under the scheme, Rs three lakh each would be given to 122 villages in Gadchiroli and three villages in Gondia districts. "The decision has been taken in view of the relation of trust created between these villagers and the government which has helped curb Naxal activities in these areas," an official release said here.

Naxals kill Congress leader in Andhra

Guntur: A civic official, belonging to Congress, was allegedly gunned down by Maoists today in Vinukonda town, a Naxal stronghold, police said here. A member of Bollapalli Taluka Prajaparishad, T Ram Reddy (60) was in the hit-list of Maoists and had been residing in Vinkonda town for security reasons. Two-motorcycle borne Naxals shot at Reddy from close-range outside his house this morning, police said.

Naxals, cops take battle to blogosphere

The war between Naxals and the police has found a new stage — the blogosphere. On October 1, Naxalites took their ideology to cyberspace through naxalrevolution.blogspot.com. Afraid of losing the online battle, officers attached to the anti-Naxal wing launched a counter-blog — naxalwatch.blogspost.com.
The Naxal blog contains comprehensive articles about their ideology and objectives. The content, in well-written English, attacks the political system and claims to have registered 3,196 page views in the last two months. Besides India, there were hits from the US, mainly New York, Chicago and Washington.
There were also many hits from the UK, the Netherlands, Germany and Switzerland.
The blog has a list of other radical left-leaning blogs too. In its acerbic articles, the blog describes large corporates as “legal psychopaths” and criticises Nepal Maoists for getting influenced by the “dark side of the force”. It also lampoons the Indian Left by describing Communist Party of India (Marxist) leader Sitaram Yechury as a “stooge and stormtrooper”.
“Naxals took to blogging after the government banned their website. There is nothing we can do about it, but we are trying to develop a strategy on how to tackle the menace,” said Inspector General of Anti-Naxal Operations in Maharashtra Pankaj Gupta.
The anti-Naxal blog is anonymous, but some officers who declined to be named confirmed that it was set up and is being run by anti-Naxal authorities. The blog claims to “monitor all terror activities of Indian naxals”. It claims that the aim of the People’s War Group’s is to destablise India and the sub-continent “through a well coordinated strategy with international revolutionaries, and support from Pakistan and China”.
“I am not sure who runs the counter-blog. The Union Home ministry may have an idea,” said Gupta. Additional Secretary (Union Home Ministry, Anti-Naxal Wing) Vinay Kumar declined to comment.
This blog also lists police achievements in containing the Naxal violence and details achievements of policemen, describing those who died in Naxal attacks as martyrs.Home Ministry sources who declined to be named said setting up the counter-blog was one of the first decisions taken by the Anti-Naxal Wing after it was formed a couple of weeks ago. “The aim of the wing was to monitor and curb Naxal operations and to have a central one-point agency to coordinate the efforts,” said a senior home official

HYDERABAD: In a desperate attempt to maintain base in Hyderabad, IPS officers ordered to vacate their government accommodations in the city are citing a threat issued by a naxalite leader — to target families of cops — to retain their houses. Many of them have even made representations to the general administration department (GAD) and the chief secretary. The policemen, along with IAS and Indian Forest Service (IFS) officials, have been been asked to relinquish their houses if they are not posted in Hyderabad anymore. The government order follows a Supreme Court directive to vacate houses by November 15. But despite government notices, the D-Day has passed with virtually nobody complying. Estate wing officials entrusted with the task of evicting them plead helplessness. "Since their representations are lying with the chief secretary, we cannot just hurry them out,"an official said. As many as 35 officials are occupying government houses in city but most are unwilling to pay the market rent despite living in areas such as Punjagutta and Banjara Hills. Sometimes officials are permitted to overstay in their official accommodations on payment of a rent that's below the market rents but higher than the usual low rents charged by the government. Their excuse: Government salaries are not enough to pay market rents. The naxalite whose name IPS officers are invoking to stay put in the city is Nallamalla district committee secretary Pratap alias Sagar. He is alleged to have threatened that the Maoists would target even the families of police officers and politicians. The threat came following the elimination of several naxalite leaders in recent months. "It is quite apparent that these officials conferred among themselves and decided to refer to the threat in their representations,"a source said. A senior officer posted in the districts but with a government accommodation in the city said his family was making a sacrifice by staying in Hyderabad without him. "I do not have an own house or a plot in Hyderabad,"he wrote in his representation. But it's a representation made by a district collector that takes the cake. To retain the house, he cited his wife's ill-health and her job as a teacher in a "school recognised by the AP government".

NEW DELHI : Addressing the All India Conference of Director Generals/Inspector Generals of Police on Thursday Prime Minister Manmohan Singh reaffirmed the security apprehensions home minister Shivraj Patil’s expressed on Wednesday.
He said there was a need to comprehensively counter the challenge posed by terrorism and exhorted the security apparatus to be “alert” and “resilient enough” to meet it.
The Prime Minister emphasised the need for better intelligence gathering and better coordination between the Centre and states and amongst the states themselves.
Singh called for a more responsive police machinery at the grassroot level, which is more gender sensitive, humane and respectful of the rights of citizens. He further stressed the need to strengthen the civil police at the police station level and for speedy action on police reforms.
Referring to the need for faster development of naxalite-affected areas, the Prime Minister suggested the police lay greater focus on employment generation, land reforms, better education and improved health facilities.
The Prime Minister also presented the President’s Police Medal for Distinguished Service 2006 to eight officers of the Intelligence Bureau.
Later while interacting with the officers attending the conference, Home Secretary VK Duggal said, overall internal security situation in the country is very much on its way to improvement on all fronts.
He further informed that in Kashmir, infiltration has come down in the last couple of months and in the North-East, incidents of violence are by and large contained.
In many of the Naxal-affected states also, incidents of violence have gone down and Chhattisgarh is also showing signs of improvement. However, many challenges remain which have to be met resolutely, he added.
Duggal said that internal security situation has to be managed jointly by the Centre and the state governments.

Three more police stations for naxal areas’

SRINGERI: The Government will establish three more police stations in naxal-affected areas, said State Home Minister M P Prakash.Speaking to this paper at Sringeri Mutt he said, “We will spend Rs 5 crore to improve police infrastructure in these areas.” He disclosed that there were about 25 naxals operating in the Western Ghats. ‘Shoot at sight’ orders does not give absolute power to kill and it all depends on the situation and circumstances, he clarified. We should handle the situation carefully and make efforts to bring them back to the mainstream, he said.A clear picture of the Chamundeshwari bypoll will emerge only by the end of this month, he said.

Post-mortem on ex-Naxal performed

ONGOLE : The post-mortem of former Naxalite, Singa Suresh Babu alias Raghu was performed at the Government General Hospital at Markapur on Tuesday amid heavy police bundobust.The doctors have extracted three bullets from head, chest and back of his body. Later, his body was moved to his native Kotturu village of Pedadornala mandal.Markapur circle inspector Nawab Jaan supervised the bandobust arrangements.Ravi (35) was shot dead by six armed Naxals in his native village of Machirajukunta village of Pedaravidu mandal in Prakasam district on Monday night.The Naxals went to the village and called Singa Ravi out of his house around 8.30 pm and shot him dead. Ravi had surrendered to police in 2004.It is believed that the Naxals resorted to the act suspecting that the deceased was acting as a police informer.

Anti-naxal force takes youth into custody

SRINGERI: The anti-naxal team has taken into custody a youth seen wandering in a suspicious manner at Menasinahadya on Friday. He was caught in the nearby forest, police sources said.Since he failed to give a convincing reply, the police got suspicious. The anti-naxal team has intensified its combing operation in the last two days after reports appeared in the media that the naxalites were moving freely in this region.There was an encounter in Shankaranarayana police station limits of Udupi district a few days back.Sources in the department have not yet confirmed the arrest of the youth.

Naxals vow revenge for Dalit family

Nagpur : The Khairlanji killings of a Dalit family set off a wave of public outrage in Vidarbha, but also unleashed a political storm over the lack of justice to the Bhotmange family.
What's really worrying the police is Naxalite involvement now.
Violent protests, arson, lathicharges, bandhs and curfews - Vidarbha has been in turmoil for the last two weeks over the killing of Bhotmange's family. The police has been looking for answers, all in vain.

This was before a letter written by the Maoists arrived.
Says IG, Anti-Naxal Operations, Pankaj Gupta, "This letter has come on the letter pad of the CPI (Maoists) This more or less confirms that this is a definite effort on the part of the Naxalities."
The letter condemns the Khairlanji incident and calls upon everyone to join the Naxal agitation against the government and for Dalit rights. All those guilty in the massacre case would be killed, it warns.
The C-60 Anti-Naxal Squad is now on high alert in the region.
"We have put everyone on alert. The letter's contents are not to be taken lightly. They are advocating inciting inciting people against the government."
Dalit leaders are not amused by the letter or by the insinuations being made in its wake.


Says Congress MLA, Nitin Raut, "It would be irresponsible to assume that all the Dalits in India are a part of the Naxal movement."
The state police is taking the Red letter as a clear cut warning and is prepared to tackle any threats, but Dalit leaders are condemning allegations and are instead blaming the police for violence across Vidarbha.

SHIMOGA: Anti-naxal team and the regular police in Shimoga district were sounded alert on Thursday after an encounter between Police and naxalites at a village under Shankaranarayana Police Station limits of Udupi district.Talking to this website's newspaper Superintendent of Police Arun Chakravarthi Jeji said that the anti-naxal teams operating particularly in Hosanagar sector, bordering between Shimoga and Udupi districts, had also taken up combing operation in their area.“Department knows that the naxal teams frequently move in this border. That is why Police and naxals encounter at these points quite often. So anti-naxal team of the Department is always on the alert along the border between Shimoga and Udupi districts. Now they became extra cautious,” he said.

Punalur: P Ramachandran Nair, the retired police constable, who confessed that he had, under threat to his own life from higher police officials, shot naxelite leader Varghese dead at 6.55 pm on February 18, 1970, passed away on Thursday night. He was under treatment after suffering from asthma for a long time.
Police had then described Varghese's death as an encounter death at the time of the incident - when Varghese was apprehended by the police, he fired a shot at the Superintendent of Police who in self-defence fired back resulting in the death of Varghese.
According to the former constable, the order to execute the Naxalite leader was issued by the then deputy superintendent of police K Lekshmana. However, the policeman was pulling the trigger to lit the fuse of controversies 28 years later in 1998, that once again revolved around the alleged repression and human rights violations perpetrated by the State's political leaders, especially K.Karunakaran and the Rajan case as his political rivals alleged.

Siddapura, Nov. 17: Naxalites traded gunfire fire with police and the Anti-Naxal Force (ANF) in daasikaanu forest area in Udupi district in the early hours today, a senior police official said.
IGP (Western Range), Satyanarayana Rao, told reporters here that on a tip-off, the police, along with ANF squad, rushed to the spot.
The naxalites fired four rounds at the police, while police fired back 20 rounds, he said, adding there were no casualties.
The naxals escaped and a torch and handkerchief were recovered from the spot.
He said joint combing operations had been intensified and a dog squad pressed into service.
Rao said combing operations in naxal-affected areas of the Western Ghat region had been further stepped up.

SC issues notice to NHRC on fake encounters

Newdhili: The Supreme Court on Monday issued a notice to the National Human Rights Commission (NHRC) on a petition seeking framing of proper guidelines to check fake encounters by the police.
A Bench headed by Chief Justice YK Sabharwal sought NHRC's assistance while dealing with a petition by one R Chanderashekhar Reddy of Medak in Andhra Pradesh, who alleged large scale killings of innocent people in Andhra Pradesh by the state police in fake encounters to get out-of-turn promotions.
The court has already issued notices to the Centre and the state governments on the issue.
Appearing for the petitioner, senior counsel Rajiv Dhavan submitted that the NHRC had issued guidelines on the issue way back in 1997 but the same was not implemented.
He questioned the legality of a government order, which provided for out-of-turn promotions for police personnel posted in terrorist or naxal-infested areas if they killed terrorists or naxalites.
Dhavan submitted that the issue was important as it was not limited to just Andhra Pradesh and Jammu-Kashmir and North-Eastern stated were also witnessing similar incidents.

Madhya Pradesh to create 2,000 police jobs

Madhya Pradesh has decided to create 2,000 new jobs in the state's police force.
The decision was taken at the state cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan on Tuesday. The creation of these new posts will cost the state an additional Rs 175 million.
"Of the 2,000 new posts, 502 have been reserved for Naxal-affected areas, 856 for communally sensitive districts, 234 for newly-created districts, 138 for the Special Task Force and 20 for the Economic Offences Wing," said an official press release.
The meeting also reviewed setting up of 400 forest check posts.
The ruling Bharatiya Janata Party (BJP) has recently come under attack for failing to check crime in the state including rapes, dacoity, abductions and murders.
The cabinet also decided to allot land to software firm Zenpact Limited to set up an Information Technology (IT) park in Badbai near the state capital.
Tata Consultancy Services will be given the task of preparing Value Added Tax (VAT)-based application software without inviting tenders in view of its expertise in the field, the release said. An expenditure of Rs 30 million will be incurred on the job.
Five acres of land will be provided to the Institute of Applied Science and Fundamental Research for establishing a dental college at Misrod near Bhopal.
The government also decided to rename its agriculture department as the farmer welfare and agricultural development department, the release said.

TN borders sealed to check Naxal movement DHARMAPURI: The Dharmapuri District Naxal Special Duty (NSD) wing and Special Task Force (STF) have been jointly conducting combing operations in Hogenakkal forests bordering Tamil Nadu-Karnataka to nab the under ground Naxals and to avert infiltration from the neighbouring States.According to Dharmapuri Superintendent of Police H M Jayaram, in addition to the nabbing work done by the NSD wing, the combing operation was conducted in the forest areas in the last four days.The STF personnel, who had camped in Hogenakkal were also involved in the combing operation. The teams had been jointly conducting operations in Hogenakkal, Ootamalai, Neruppur, Eriyur, Boothippatti, Nagamarai and few other tribal villages in Anjetty forest.The forest borders of Tamil Nadu and Karnataka had been monitored by the STF and intelligence. All the vehicles, which passed through the forest border checkposts, were being searched by the police team. No infiltration was reported till now, the SP said.Jayaram added that the list of hill villages and Naxal-prone villages, where the population had been already enumerated by the NSD wing, were being monitored and also the migrants were verified by the special team at their working and staying places in the neigbouring States.The Naxal-prone villages had been keenly watched to avert any infiltration of the underground and new Naxals from the neighbouring States. The villages had also been extending their cooperation to the government to give information about any strangers. Based on the information, the NSG wing Inspector R Senthil had made an enquiry about their visits.When contacted, the NSD wing inspector Senthil, who was conducting the operation in Perinkattukottai in Marandhalli forests, where the Naxal leader Ravindran was killed in an encounter on January 10, 2000, said that the combing operations would continue till further orders.No sign of infiltration had been noticed by the team as well as the public.The villagers had also been extending their cooperation to nab the Naxals and arrest the infiltration attempt. The forest borders had been sealed mostly. The villagers also could give information to the NSD wing station at (04342) 266199 or Cell: 94439 43418 about the movement of any strangers found in their area, he added.According to sources, at Boothipatti, where the memorial pillar of the Naxals were erected, Perunkattukottai, where Ravindran was killed in an encounter, Dharmapuri Municipal burial ground, where the Naxal second leader Siva alias Parthipan, who was killed in an encounter at Chinnakanakampatti in Uthangarai forest on November 22, 2002, was buried, Ramiyampatti, the native village of under ground Naxal Sundaramurthy, had also been brought under the network of police.

Ear to the ground

The old war cry, azhia muthalalithanam aathikkam (Destroy domination of feudalism); azhia nilaprabathuvam aathikkam (Destroy domination of capitalism) had long been silenced, buried deep down under the lush sugarcane and ragi fields of Nayakankottai, the Naxal hotbed in Dharmapuri. But there are murmurs of the war cry resurfacing. The district’s Socio-Economic Development Programme (SEDP) and the Naxalite Special Division (NSD), entrusted with the task of diverting jobless youth from the Naxal path, have barely made an impact. In 2003-2004, when the SEDP scheme was first launched, the then Jayalalithaa government sanctioned Rs 5 crore for youth development and upgrading infrastructure in villages.This increased to Rs 6 crore the next financial year. But in 2005-2006, along with political will, the funds too dipped to just Rs 2 crore. Dharmapuri in north Tamil Nadu is known primarily for being the state’s most backward district. Modest estimates put the number of youth in the 35 ‘Naxal’ villages at nearly 9,000. Of these, at least 50 percent could be unemployed, say officials. This was the main reason for the district’s turbulent history of left wing extremism. From the late 1960s, Dharmapuri launched into the Naxal movement, spawning its own ‘Makkal Yutha Kuzhu (People’s War Group) heroes and some ‘martyrs’. In fact, Nayakankottai is the only village in the entire state that has built statues for its Naxal leaders, L Appu and Balan. Due to its proximity to Andhra Pradesh, Dharmapuri was a safe haven for the state’s Naxalites. The district had drawn Naxal leader, Charu Mazumdar, to address a group of 600 youth in 1967 in picturesque Hogennekal in Dharmapuri district, close to the Karnataka border. The seeds of Naxalism were sown then, recalls ‘Thimmakkali’ alias P Chinnasamy, who attended the ‘historic’ gathering. Spurred by the ‘violent struggle against capitalism and feudalism’ line, Thimmakkali, now 76, accompanied by two associates, killed a moneylender and served a prison term of 14 years. Many young, poor farmhands who were drawn into the movement, were arrested for murdering moneylenders in those days. The state government came down hard on the Naxal movement in the district, putting officers W I Dawaram (who later headed the high profile post of STF chief in the nab Veerappan operation) and his associate, Sivaguru on their trail. Though accused of using oppressive measures, Dawaram and Sivaguru, were, however, credited with quelling the movement in a few northern districts of Tamil Nadu, including Vellore and Dharmapuri. Years later in November 2002, an incident shook the state administration out of its complacency. On a tip off, Tamil Nadu’s ‘Q’ Branch which deals with extremism, swooped down on a group of 35 youth in the dense mangrove of Jalajothipatty, about 30 km from Dharmapuri town, while they were undergoing training in guerrilla warfare. The group claimed to be members of the Radical Youth League and included six women, hailing from several districts, mostly Dharmapuri. The Uthangarai (a village close to the Jalajothipatty mangrove) operation lasted about a week and police managed to arrest 28 members, killing Parthipan alias Shiva. Of the arrested, 26 were detained under POTA, while two were let off. Jolted by the underground groups in the district, in 2003 the state government, then headed by J Jayalalithaa, started the Dharmapuri District Development Corporation, the nodal agency for the Socio-Economic Development Programmes (SEDP) to provide job opportunities in the district and improve its infrastructure. Says P V Arunachalam, the assistant manager who co-ordinates the SEDP schemes. ‘‘One of the reason for the Naxal menace in the district is that it remains utterly backward.’’ But SEDP’s Rs 13-crore fund hasn’t helped too many villages. A word of caution comes from A P Annamalai and D Murugan who head the Nadupatty village’s wing of the Farmers’ Freedom Front, claiming to be the democratic face of Naxalism.‘‘The movement can never be rid of completely.’’ Many such groups have sprung up across the district, tottering between democratic and armed struggle. ‘‘Though the government claims it has set aside funds for youth development, they are not reaching the villages,’’ says former Naxal M Jagannathan who’s still waiting for a loan under the government-sponsored ‘Naxalite Rehabilitation Scheme.’ H M Jayaraman, Dharmapuri District Superintendent of Police, says Naxalism has been completely wiped out in his district. ‘‘Our information network in the villages is very good. Moreover, besides the 14-member Naxalite Special Division team, 20 STF members have also been deputed on this task.We conduct regular surprise checks in villages.’’ R Senthil, Inspector of the Naxalite Special Duty Wing, says the state’s programmes for the youth have been successful. But in July 2006, his team nabbed a group of six extortionist who went about claiming to be PWG members. The district police also nabbed three Naxals including the fiery Sidhanand who had been absconding for more than 20 years. And the whispers wafting across the villages are that the youth have already turned to Andhra-based PWG-backed groups propagating armed struggle in hilly Pennagaram, the terrain where once Veerappan roamed.

The son lying close to her is a blind but not spared by assailants. Another son, Roshan was doing his graduation, most learned boy in his village.

5. Hut they lived in is so small that has no electricity. The bright students were studying while mother was all set for preparing evening meals when the ghastly event happened.
6. Priyanka and her family thought leaving behind caste and embracing Buddha`s path would bring in sea change, though, it gave them confidence to live a dignified life(as they did) but could not change attitude of caste people towards them. They were exterminated for their courage!

7. Their lifestyle reflects profound wisdom. How much mother gave importance to education than other daily needs is worth noting! Especially when she had to manage in daily budget of o.5 USD , buying books for students, travel expenses and college/school expenses! (Generally here every Buddhist household thinks that education is only way to get out of the shakles of caste and poverty.
Result is, after 50 years of conversion 72% literacy is observed among them, way ahead of Indian average 62% .Females are not only ahead in literacy but they have unparrallel confidence like Surekha & Priyanka had. Female literacy is more than Indian average. This is important when there are not many Buddhist Missionaries operating in India funded by world outside.)

Maoists ban mobile use

MALKANGIRI: Keep off cell phones. This warning by the ultras is now ringing in the ears of people in the Naxal-infested Kalimela, Bhejangwada, MV-90, Telrai and MV-79 areas. Through hundreds of wall posters and banners, the Adivasi Raya Kuli Sangam, a frontal organisation of CPI (Maoist), has banned cell phones in Maoist-infested areas. But the threats do not end here. The Maoists have also banned gambling and traditional cock fights in Kalimela area and warned violators of dire consequences. They have also threatened the businessmen of stern action if they fail to pay suitable price to the tribals for their forest produce. Yet another warning has come for the contractors. The Naxals have categorically asked the Kalimela contractors not to engage in the Pradhan Mantri Sadak Yojana work. The banners have, in fact, warned of chopping off the hands and legs of the contractors engaged in the road construction work under the scheme. Earlier, the Maoists had set ablaze the vehicle of a Jeypore-based contractor in Kalimela after he refused to stop the work.The Maoists have also declared that hundreds of acres of land near the Kalimela OUAT farm will be distributed among the poor.

No Naxal presence in dist: SP, Uttar Kannada

SIRSI: Ravi S, Superintendent of Police, Uttar Kannada district, has said that even though there was no presence of either Naxalites or terrorist activities in the district, strict and constant vigilance was being observed in the entire district, to prevent such possibilities.He was speaking to reporters in the programme, ‘Meet the Press’, organised by DWJA, Uttar Kannada, at the DSP office, here on Thursday, after inaugurating the Traffic Safety week and release of CD and books relating to crime and others.He said several checkposts were established at critical points of both, road and rail routes and with the help of Sea Bird authorities, ‘stray ship’ arrivals were being monitored through the radar system, to prevent the arrival of explosives in ships through sea routes. All illegal movements were being checked round the clock.The SP said no proof was available regarding the stated roots and accomplice of Mohamed Riyaz of Bhatkal, who was wanted by the Mumbai police in the Mumbai serial blast case. He said it was true that Riyaz hailed from Bhatkal but had moved away a long time ago. No concrete proof were available regarding his base, he added.Replying to a question, he said though the crime rate in the district, had reduced, the quantity and quality of brisk action, investigation and recovery had ‘doubled’.Around 53 deaths and 22 injury cases had been reported in road accidents, due to iron ore transport lorries, in the last three years. To keep a check on the same, certain comprehensive plans and guidelines including ‘speed governors’, reflectors, indicators, etc, were prescribed/framed in the recent meeting held at Karwar recently, with the DC, transporters and others.Parking lots for lorries at every stretch of 20 kilometres on highways, were also planned within the district boundaries, he added.Ravi assured of fair investigation in every crime case and setting up women desks in the police stations as per the guidelines. Stay in naxal-prone areas, CM tells officials

SRINGERI: “Stay in naxal-prone areas and settle people’s problems,” Chief Minister H D Kumaraswamy instructed officials. The Government is ready to solve any problem. I am also prepared to stay with the officials, the CM told reporters here on Friday.He clarified that the government was committed to teach English from Standard I. It will not go back on its decision yielding to any pressure, he added.The Government is ready for any discussion in this regard, he clarified. Replying to a question, he said the Congress is dreaming of the fall of the coalition government.When his attention was drawn to the problem of areca growers, he said he had already clarified to the areca growers’ delegation that the Government would make all effort to help them.He added that he would personally meet the Union Agriculture Minister and explain that the Centre must protect the interest of the growers.

Maoists gun down MLA’s brother

ONGOLE: Naxalites of the CPI (Maoist) gunned down Pagadala Chinna Rangaiah, elder brother of Giddalur MLA Pagadala Ramaiah, at Chinaganapalle in Racharla Mandal of Ongole district on Monday night.Nine armed Naxalites came to the village around 9 pm and called out China Rangaiah, a ration dealer. Three Naxalites shot him from close range killing him on the spot. Rangaiah is survived by his wife and three children.The Naxalites warned the villagers not to inform the police about the incident.Incidentally, another associate of Ramaiah had been killed some time ago. Both incidents took place in the Giddalur Assembly constituency.Earlier, Naxal-related violence was confined to Pullalacheruvu and Yerragondapalem mandals in Nallamala forest region of Prakasam district. But, of late, the Naxalites have shifted their operations to Giddalur region.Monday’s incident was the biggest Naxal-related incident since the killing of top leader Matta Ravi Kumar.Meanwhile, a red alert has been sounded in Kurnool district following the incident. Giddalur borders Kurnool district. Nandyal OSD, Rajasekhara Babu told this website's newspaper they had stepped up security for MLAs in Nandyal division.

Manhunt on to nab Chinna killersWednesday November

VIJAYAWADA: The police have launched a massive manhunt to nab the Maoist, who shot Pagadala China Rangaiah, elder brother of Giddaluru MLA Pagadala Ramaiah on Monday night.MLA’s elder brother, who was a ration shop dealer and an agriculturist, was shot from close range in Chinaganapalli village of Racharla mandal by Maoists, who entered the village at about 9.30 pm on Monday night. The police suspect that the murderous act was the handiwork of the Maoist action team led by Nallamala East Area secretary Tallapalli Panduranga Reddy alias Sagar.The attack came at a time when the Maoists had suffered some crippling blows. The Maoists had lost State Secretary Madhav and eight others in a major encounter on July 24 in Nallamala forests. Earlier, they had lost State Committee member Matta Ravi Kumar and recently, top Naxal Samala Venkatesam alias Sudarsan was killed in Nallamala forests.The recent uncovering of the rocket launcher supply chain and unearthing of several arms dumps had given the impression that the Maoist influence on Nallamala was on the wane.However, killing has sent shockwaves among the general public.

Special Action Group to tackle Naxal menace in Vidarbha

Nagpur,: A Special Action Group (SAG) of 300 specially trained armed police personnel would soon take on the Naxals in the extremist-infested districts of Eastern Vidarbha in Maharashtra, officials said on Thursday. The SAG has been raised on the lines of 'Greyhounds' of Andhra Pradesh police to deal with Naxal violence, they said. "After they complete their training, these police personnel would be deployed in most affected Gadchiroli, Gondia and Bhandara districts," Inspector General of Police, Anti-Naxalite Operations (ANO), Pankaj Gupta told a news agency. Gupta said a total of 276 policemen along with 19 police sub-inspectors, four Deputy Superintendents of Police (DySP) led by an SP (Operation) are being provided special training. The SAG will carry out intelligence-based operations against Naxalites in these areas. It would be stationed in the city while about 15 to 20 teams would be sent to the affected areas for direct operations. These men are being provided training to combat Naxal terror through unconventional methods, Gupta said. A training camp is in progress at Unconventional Operations Training Centre (UOTC) at the sprawling premises of State Reserve Police Force (SRPF) Group IV Centre at Hingana on the city outskirts, he said. Gupta said the average age of the men in SAG is quite less and there is no inspector-level officer in it.
